Project is developed by a well-balanced partnership, combining areas with UCO to biodiesel chains already in place with regions with less experience or lacking successful systems, to maximize knowledge and experience sharing. The private industry sector is also represented in the consortium. Their expertise is vital not only to the quality of the project results but mainly to their transferability at EU level.


Energy and Environment Agency of Arrábida (ENA)

Energy and Environment Agency of Arrábida (ENA) is a non-profit organization created in June 2006 supported by the Intelligent Energy Europe Programme (IEE). Under the IEE programme ENA is part of an international partnership along with the following Energy Agencies: ALESSCO Srl – Provincial Energy Agency Cosenza and AEEC Scarl – Provincial Agency for Energy Cantazaro (Italy).

ENA develops its work in Palmela, Setúbal and Sesimbra countiesa territory of around 830 Km with 233 516 inhabitants. Located in south of the Tejo River this area covers the Tejo and Sado rivers basins characterized by the typical transition between rural and urban areas. Part of this territory makes part of the Sado Estuary Natural Reserve and of the Arrábida Natural Park. It also shows to be one of the main meeting points of the European continent and the Atlantic Ocean resulting in a natural and extremely rich and diverse landscape.

ENA´s activities are mainly based on the establishment and implementation of energy and environment actions and projects through the dissemination and introduction of efficient technologies transmission and promotion of best practices replication, implementation projects, studies and consultancy activities, training and information.

The agency develops an on-going effort to promote and encourage the replication of best practices to promote eco-efficient management of the region and also to promote and implement the concept of “energy efficiency” integrated with social, environmental and economic development. The implementation of energy management systems aim optimizing the means of production, eficiente use of energy and reducing costs.

ENA´s also promote, monitor and make the best use of renewable energy sources encouraging the improvement helping with technical support and implement specific projects in the Energy subject



ALESSCO s.r.l. is the Local Energy Agency for Renewable Sources and Sustainable Development - Province of Cosenza, established with the IEE Programme in the year 2006. ALESSCO is a private-law company governed by public law, owned and controlled by the Province of Cosenza (90%). and other stakeholders: University of Calabria, the biggest Technical College of Regione Calabria“ITIS Monaco”, Confindustria (leading organization representing manufacturing and companies in the Province of Cosenza), CNA (National Confederation of Small and Medium Businesses and Craft Firms ). The Agency works at local, regional, national and European level. ALESSCO is a member of the Italian Association of Energy Agencies (RENAEL). ALESSCO’s main goal it’s to promote energy efficiency policies and renewable sources, aiming at contributing to sustainable development, the rational use of energy and to the development of the renewable energy sector. The main tools and methods used are: project development, management and implementation, education and training activities, tool development, expert support for local authorities and municipalities, the Province of Cosenza and SME’s, experience exchange on regional, national and international level and networking, awareness rising and information activities. ALESSCO’s main activities focus on technical assistance to municipalities, SMEs and energy stakeholders providing expertise and advisory services.

The purposes ALESSCO are the promotion of the energy efficiency at local level, changing citizens’ behaviour and improve the quality of local/regional decision-making. Also is essential the promotion of renewable energies, the creation and implementation of actions with the perspective of integrated resource planning. ALESSCO has “persuaded” and helped the Province of Cosenza to become a CoM supporting structure. ALESSCO is officially commissioned by the Province of Cosenza to actively supporting the municipalities of the territory to implement actions and reach targets. ALESSCO joined the European project “MEDEEA - Mediterranean implementation of eea”, MED programme, that rewards municipal integrated energy planning & activities with the aim to reach and go beyond the “20-20-20” EU energy objectives in Med regions. As Supporting Structure to municipalities ALESSCO is implementing the project: “SEAP + (IEE) Adding to SEAP – more participants, more content across Europe”. SEAP-PLUS aims at the enhancement of the CoM results and impact in both quantitative and qualitative terms: bring more Signatories and Covenant Supporters or Coordinators in CoM, assist and help them in the preparation of more and better SEAPs, but also trigger cooperation of Local Authorities with Regional Authorities and Energy Stakeholders and cooperation between experienced and learning CoM participants. GPP is also always part in the so far developed SEAPs.

ALESSCO is also a member of the “RecOil” Project, which aims to increase sustainable biodiesel production and its local market intake by enhancing household used cooking oil collection and transformation. It started in May 2012 and will be running till 2015 with the support and co-financing of Intelligent Energy Europe (IEE) program. ALESSCO is WP “Pilot Projects implementation” Leader. Another on-going European project is MED ALGAE (ENPI CBC) “Production of biodiesel from Algae in selected Mediterranean and RELS (Life +) “Innovative chain for energy recovery from waste in natural parks”.

ETA-Florence Renewable Energies is an international consulting and engineering firm specializing in the development, integration and management of modern renewable energy systems. Comprised of professional experts in all areas of renewable engineering, ETA cooperate with clients to develop all the fundamental stages of their business for success. The bioenergy division covers the following activities:

• Biomass resources assessment: analysis of biomass supply chains regarding residues and energy crops, logistics, storage, handling and contracting;

• Feasibility studies: techno-economical assessment of bioenergy projects; selection of optimum technologies; bankable business plans, socio-economic assessments for sustainable bioenergy development;

• Pellet market analysis at international and national levels: information about European and Italian markets, producers and traders, the allocation of products on the market;

• Support to identify financial solutions: available public funding and support measures;

• Support for the authorizations and licensing with local authorities: authorizations, analysis of the regulatory framework, etc.

Since 1994 ETA Renewable Energies has participated in more than 180 research and development projects cofinanced by the European Commission. The projects concerned topics about international cooperation for renewable energy promotion and sustainable Energy solutions.



Agro Business Park

Agro Business Park is Denmark's only science park specialized in knowledge based innovation and entrepreneurship within agriculture, bioenergy, environmental technologies and food processing. Agro Business Park provides incubator facilities for knowledge based start up businesses in the agro-science sectors and provides dedicated support services to ensure that your company has the best chances of success. Agro Business Park also co-ordinates a number of large scale initiatives including the Future Food Innovation programme for Central Denmark Region and the national Innovation Network for Biomass - one of the largest clusters in Europe within the bioenergy industry. Furthermore, we manage and run a significant number of projects funded by the regional and national governments as well as the EU. Agro Business Park is a non-profit organization.


Renewable and Sustainable Energy Systems Laboratory Environmental Engineering Dpt-Technical University of Crete (ReSEL TUC)

 The Renewable and Sustainable Energy Systems Laboratory covers a wide range of knowledge subjects in Applied Research and Technology Development for RES and Energy Saving, Energy Planning and Sustainable Energy Management, dealing both with technological (technology research and development, testing, demonstration) and non – technological issues (markets, policies, dissemination, professional training and capacity building). The lab’s main objective is to turn research and scientific knowledge to mature energy solutions and practices that are economically and technically sound. The main research areas of ReSEL are:

ReSEL has established strong relationships with the EU RES market and efficient collaboration with the main RES networks and organizations. Energy Management Agency Province of Cádiz (APEC)


APEC is a nonprofit foundation with funding by the Provincial Government of Cádiz. It was created in 2006 within the framework of the Intelligent Energy for Europe and since then has worked hard for the purposes to motivate and promote energy saving, the energy efficiency and the use of renewable energies and sustainable modes of utilizing the province’s natural resources.


Operating with the philosophy of "think globally, act locally", APEC is committed to local action and public awareness. APEC works every day in close contact with local public entities and other key stakeholders, developing and disseminating energy management and actions throughout the province on behalf of the provincial government.


The Agency develops a continuous work of legal and technical assessment among stakeholders and general public, offering assistance about sustainable technologies, good practices or the best financial solution to perform renewable or efficient energy projects. APEC has also experience in behavior change through actions such as education, training and increasing awareness among specific target groups on topics dealing with the energy efficiency and renewable energy, climate change and so forth.



 European Biomass Industry Association (EUBIA)


EUBIA, the European Biomass Industry Association, was established in 1996 as an international non profit association in Brussels, Belgium. It groups together market forces, technology providers, and knowledge centres, all of them active in the field of biomass. EUBIA's main objective is to support the European biomass industries at all levels, promoting the use of biomass as an energy source, developing innovative bioenergy concepts and fostering international co-operation within the bioenergy field. EUBIA’s vision is a strong and reliable biomass sector able to contribute significantly to a global, sustainable energy system, preserving ecosystems equilibrium and ensuring economic development. Given that biomass will have an important role to play in promoting sustainable development world wide and the deployment of clean energies, EUBIA intends to contribute in strengthening European policies in this sector, protecting industrial interest, identifying new opportunities, promoting job creation and better environment conditions.



S.energia - Regional Energy Agency for the municipalities of Barreiro, Moita, Montijo and Alcochete


S.energia - Regional Energy Agency for the municipalities of Barreiro, Moita, Montijo and Alcochete is a private non-profit association, created May 10, 2007 as the support of the European Union and of the Municipalities in its area of intervention and of its remaining members. The Agency's mission is to foster civil society to increase energy efficiency, the concerted use of natural resources and the mitigation of climate change by promoting and developing activities that contribute to greater energy efficiency and increased use of endogenous energy resources in the counties of Barreiro, Moita, Montijo and Alcochete, aiming to promote more sustainable local development.


Over the past 7 years the action of S.energia has been structured in different aspects, from technical training, study for energy certification of buildings, analysis of energy efficient technologies in public lighting, promotion and support sector technician to implement renewable energy, through the application of national and European funding for projects in the area of energy efficiency, to awareness and training on energy efficiency, warning citizens of the need to use energy in a more rational, responsible and consistent, and the urgency of change in their everyday regarding the use of energy behaviors.


The Energy Agency S. continues to play an active role to municipalities , supporting energy - environmental strategy of encouraging them and other stakeholders in the region , such as the School Communities , collectivities and Sports Associations and the Private Institutions of Social Solidarity , Business and Citizens in general, acting according to the best energy - environmental practices , so we can build a joint way for a more sustainable Setúbal peninsula and environmentally balanced .


Recently, S.energia in partnership with the Municipality of Barry developed the " Plan of Action for the Sustainable Energy - Town of Barreiro " , within the membership of this council in 2011 to the Covenant of Mayors , meeting currently developing Action Plan for Sustainable Energy for the Municipality of Alcochete , following their accession to this voluntary initiative of the European Commission .
